CAR's Manuals, Plans and Rules includes the rules, policies and procedures CAR incorporates into its operations.
Administrative Procedures
The Manual of Administrative Procedures provides detailed instructions to Servicing Carriers, Members and, to a limited extent, producers
relative to the operation of Commonwealth Automobile Reinsurers (CAR). It supplements the Plan and Rules of CAR but does not add any new policy requirements beyond those contained in the Plan and Rules.
Commercial Automobile
The Commercial Automobile Manual provides users access to the Rules and Rates for commercial
policies that have been ceded to CAR.
Commercial Statistical Plan
The Commercial Statistical Plan provides users access to the necessary requirements,
instructions and codes for reporting detailed statistical data to CAR.
Experience Rating
The Experience Rating Plan provides users access to the Plan used for those eligible risks ceded to CAR.
Performance Standards
The Performance Standards provide Servicing Carriers information designed to contain costs,
ensure prompt customer service and payment of legitimate claims, and resist inflated, fraudulent
and unwarranted claims.
Plan of Operation
The Plan of Operation establishes the framework, purpose, role and responsibilities of Commonwealth Automobile Reinsurers (CAR). It is
the foundation and/or charter document of the organization.
Private Passenger Rating Manual
The Private Passenger Rating Manual provides users access to the necessary rules and rates that apply to risks ceded
to CAR or assigned through the MAIP, beginning with policies effective April 1, 2008.
Private Passenger Statistical Plan
The Private Passenger Statistical Plan provides users access to the necessary requirements, instructions and codes
for reporting detailed statistical data to CAR.
Rules of Operation
The Rules of Operation establish policies by which Servicing Carriers, Members and producers are to be governed with regards to the operation of,
and participation in, Commonwealth Automobile Reinsures (CAR).

CAR's User Guides & Edit Packages provide specific information and contain step-by-step
instructions for some of our systems and editing processes.
Annual Statement Reconciliation
The Annual Statement Reconciliation Manual describes the reconciliation process and provides users with
instructions for utilizing the system in order to comply with the reconciliation requirements.
Cession Edit Package
This manual is designed to help identify all facets of the cession record, to clarify
CAR’s on-line cession application, and to better explain the fatal and non-fatal cession edits.
Policy Edit Package
The Policy Edit Package provides companies with a better understanding of the Commonwealth Automobile Reinsurers'
Accounting and Cession Systems. The package also explains the various policy-based edits performed on ceded CAR policies.
Rule 12 Credit Edit
Rule 12 Credit Edit Package describes the editing process involved in verifying Rule 12 credit records as well as
correction options for errors identified by this process.
Statistical Edit
The Statistical Edit Package describes the editing process used to verify the format of statistical tape submission
as well as the 53 edits used to verify the accuracy of the detailed statistical records reported to CAR.
Telecommunications
The Telecommunications Manual describes the various applications available on the
Telecommunications System and provides the detailed instructions needed to execute them.
